Beside the method you've mentioned above, I've taken a simpler approach
which is to simply rsync the base image from the source to the target via
ssh.

An alternative would be that an image, when 'deleted' by a customer/admin,
doesn't actually get deleted - it is just hidden and no longer available to
be deployed by a user. It should remain in this state until all instances
making use of it are deleted.
