[Openstack-operators] small final network hurdle for folsom install

Yes I have a floating ip on instance. E everything is perfectly installed
from a quantum commands standpoint. Routers vm fip nets subnets etc.  I
think maybe it has to do with defining 10.1.241.0/24 for both the physical
network interface as well as the virtual floating ip network.  I say this
because on the network node there are now 2 routes same going to different
interfaces.  Maybe I should divide this network into 2   instead of /24 use
/25
