[Openstack-operators] Operations Guide now in openstack-manuals stable/folsom and master branches

Hi all,
Cross-posting with purpose. :)

Thanks to Diane Fleming and David Cramer we now have Docbook source for the
Operations Guide available in the openstack-manuals repository. There is a
copy in the stable/folsom branch so we can keep it updated with Folsom
information, and the master branch copy should be updated with new Grizzly
information. If anyone is interested in discussing the updates, come to one
of the Documentation discussions at the Summit or to our 5:30 Tuesday panel
talk at the Summit. [1]

Daisy, I'd suggest slicing the one in the stable/folsom branch for
translations for stability.

I plan to keep an instance of Booktype available for future book sprint
work. But the Operations Guide source is now in the GitHub repo.

If anyone is interested in epub from our current tool chain, let me know.
I've got a pom.xml that would do it, but the output was a bit "buggy" for
my standards, so I'd like more testing.
