After a discussion on IRC [1] I think we are going to decouple the Xenial upgrade from needing to properly sort out the dmarc handling by our mailman server. We can upgrade from trusty to xenial without regression then sort out if we want to reject email that would fail dmarc or munge/wrap afterwards.
