After speaking to Thanh this week at a conference and not seeing any objections to this general idea I have gone ahead and made some of these group changes.
Specifically Thanh has been added to python-jenkins-release (as he is familiar with the release process JJB uses) and Thanh, Sorin, and Wayne have been added to python-jenkins-core. I think the new cores can work out if anyone else would be appropriate to add but I didn't want to go too overboard with my Gerrit admin powers.
