[OpenStack-Infra] [Zuul] can not get zuul env variables, such as 'ZUUL_URL'

Hi ArieBregman,

I have found the reason for this problem. It is a Jenkins
version bug as Mikhail says. And I have resolved it according
to Mikhail's suggestion.
