[OpenStack-Infra] [Zuul] can not get zuul env variables, such as 'ZUUL_URL'

When the Jenkins job starts, do you see Zuul variables in 'Environment
Variables'? (on build page. You can also get to it with:
<job_name>/<build_number>/injectedEnvVars)
