Open Stack

This is woefully overdue, but I need to get back to Thierry and Mike
on Infra's design summit allocation request. Since it seemed like
Tokyo went remarkably well I'm inclined to just request the same as
we had last time (3 fishbowls, 4 workrooms, and a shared meetup day
with one or more other teams).

If anyone has any serious objections to this and thinks we need
more/less of one or the other let me know.
