Open Stack

Hi infra-team,

Could you drop the following branches of openstack/networking-nec?

- stable/juno
- stable/icehouse
- split-backend-logic

For the above stable branches, *-eol tags have been added.
split-backend-logic branch was completely unnecessary.
It was imported by mistake in the initial setup.
