Just a follow up to this, I've done all the work needed to host the
debian-openstack[1] repository by openstack-infra. Right now reprepro is
configured for codename jessie-newton.
As it stands, there is some changes needed on the deb-packaging team side but
moving forward patches to openstack/deb-openstack-pkg-tools should results in
packages being uploaded and imported into reprepro (AFS backend).
