[OpenStack-Infra] Action required: stackforge/tap-as-a-service project move

Hello,

Thanks for the notification. Tap-as-a-Service is an active project and I
have added it to the "Active Projects to Move" list in the above mentioned
Wiki page.

Please let us know if there is anything else we need to do from our side.
