[OpenStack-Infra] Zuul package for Fedora

Hello !
I want to inform you that I'm currently trying to package Zuul for Fedora.
Indeed actually Zuul is not packaged for Fedora and I think that having it
packaged for this distribution will greatly ease the deployment of a
Gerrit/Zuul/Jenkins stack on Fedora/CentOS/RHEL. As of now only few Zuul
dependencies are missing in Fedora (python-gear, python-apscheduler).
These two libraries has been packaged for fedora and are under review.
Zuul package is also under review.
Let me know if you approve this effort.
