[OpenStack-Infra] Jenkins Job Builder and svn-tags in properties

I have found that just putting a <uuid>1-1-1-1-1</uuid> will make the
JJB functionality work again. So I will propose a patch that does just
that. I have tested and it appears to not matter if you have two jobs
with the same uuid but different repos, nor does it matter if you have
two instances of the svn-tags in your job but going to different repos.
Also, Jenkins always gives a different uuid when saving.
