Hi I18n team,

Do we want to move this forward or abandon it?

When I sent the original mail last October, we mainly discussed the
threshold values themselves and the approach itself was not discussed
well. Most feedbacks I received are positive though.

I would like to know we agree the original idea "to publish release
notes translation based on per release progress" or not.

I kept my patch implementing this idea for a long time [1]. If there
is no agreement, I will abandon it.
