[Openstack-i18n] [OpenStack-docs] [ha-guide] RST or Docbook?

The translation toolchain needs to support two kinds of document format
(DocBook & RST) at the same time ?
How to decide whether a certain document is in DocBook format or RST
format ? Hard coded the doc name or test dynamically ?
