[Openstack-i18n] User Guides Changes

Regarding publishing and the removal of the docbook guides, what will
happen in particular to the admin user guide for Japanese
(http://docs.openstack.org/ja/user-guide-admin/content/)
which was 100% translated, and potentially still a very useful document?
