[Openstack-i18n] Call for vote: translation importing policy

100% translated or coordinator decided (or active translator if no coordinator)

"Yes" in general, but **NO** for Havana.

This is from the technical reason.
During Grizzly translations, several number of fuzzy strings in the source lang
is uploaded to Transifex and as a result Transifex was confused and
produced wrong translations.
I found several number of wrong translations in Japanese (over 20 or 30 strings)
when I imported translations for Grizzly point release (2013.1.1 or .2).
