Open Stack

We definitely need to keep old content available (probably everything
except the installation guide) providing that new users of OpenStack can
easily locate the latest version and existing users understand that we
don't maintain the old content. We should consider "versioning" nearly all
of our documentation to increase coherency considering most users do not
understand versioning vs. continuous-release and which guides implement one
or the other.
