Open Stack

Hi all,

So far we have removed the html files from docs.openstack.org for 
versionned guides (install guide, config-ref, networking guide) of 
EOL'ed releases. Several operators have mentioned that this is a real 
problem for them because they still have older versions in production, 
and need access to this doc.

I suggest we keep the kilo doc on the server to make operators' life a 
bit easier (yes they could built old docs from the git branches but this 
is not a good solution IMHO).
