[OpenStack-docs] Installation guides for Juno

Google is a problem, but not completely to blame. Other content (such as
blogs) link to old content on d.o.o, often causing people to inadvertently
use old (and perhaps defunct) documentation. The worst-case scenario is new
users inadvertently installing an old version of OpenStack (or installing
one version and configuring another) because they don't necessarily
understand the release conventions.
