I do not think so because the exception is not raised every time.

Same here. On my local system I hit the exception only 1 time and cannot 
reproduce it.

It looks like the default value for the stack depth is 1000. I increased 
it to 4000 with https://review.openstack.org/#/c/266962/ (only for the 
affected guide). Let's test this change and recheck this review request 
several times.
