Open Stack

I think we're far enough with DocBook building removal that we can
Release openstack-doc-tools without DocBook support.

For older branches, I'll put up a request to cap openstack-doc-tools.

One question: Can we stop building api-site DocBook documents now as
well? With most api-ref projects moved over, we already froze the
content. Is there a need to continue publishing?
