Can we talk about openstackdocstheme and what work it needs to be more
"sphinx"? Sean Dague ran into problems with it, patched with Allow CSS
files used by extensions: https://review.openstack.org/#/c/295489/, Add
support for additional js files: https://review.openstack.org/#/c/298677/ ,
but I think we'll still want to make it work for API reference docs so that
developer.openstack.org display is consistent.

I'll follow up with Sean to find details of what needs to happen with the
theme for extensibility and log bugs for tracking.
