[OpenStack-docs] HELP! Can't build docs locally

Hi Deepti,
We've seen this on Jenkins build jobs before. See
https://bugs.launchpad.net/openstack-manuals/+bug/1221721

I think the answer is to delete ~/.fop (based on
https://review.openstack.org/#/c/47509/4/tools/validate.py) and re-run the
mvn clean generate-sources again.

Let us know if that works.
