Open Stack

Right now the new Admin User Guide contains the complete content of the 
User Guide plus some extra admin pages.

Previously we had content unique to each guide and some shared files.

How do we want to continue? I've started with a patch to separate them 
again: https://review.openstack.org/167776

If we want to continue with the approach, we need to add to many files 
the user_only scope.

I'm also open to other discussions like merging the guides,
