Open Stack

We now have a stable/kilo branch for openstack-manuals.

Please review and approve these two patches quickly so that publishing 
works fine:

Note that only Config REference and Install Guides are published for kilo!

If you want to backport a change, please commit to master first with a line:
Backport: Kilo

And then an approval for the change, means you should backport directly 
and any core can approve the backport quickly.
