It should be. Looking at the CLA that every contributor has to sign, it 
speaks so clearly about copyright, that I've decided to not add any 
content to a wikipage for now.

Jeremy, I'm just wondering whether we should add a line to the infra 
manual (
http://docs.openstack.org/infra/manual/developers.html#sign-the-appropriate-individual-contributor-license-agreement) 
stating what the CLA is about.
