Open Stack

With the EOL of Icehouse for the OpenStack projects [1], I suggest to 
freeze our stable/icehouse branch in openstack-manuals as well.


Any objections? Otherwise I'll ask infra to do the changes...

The training-guides team still seems to use stable/icehouse, so I 
suggest to not change that.

Note that openstack-manuals and training-guides are the only two repos 
with stable/icehouse branches.
