Ah as far as goals, I'm looking for greater adoption, participation, and keeping up with the releases. The recognition of incubation would help with that.

We had a new repository created as a first step in this direction. Due to the current publishing of the training guides to docs.openstack.org, we collectively decided to create the new repo in the OpenStack github organization.

The neutron incubation discussion is about merging features or entire APIs into the neutron tree. I don't think that's your end goal here, your end goal sounds like standing up a new program just for training due to the differences from docs.
