I just asked about this in openstack-dev and learned there's a stable
maintenance team that oversees all the projects, looking for bug fixes to
backport. Docs are not really in their scope, though. For nova, anyone can
propose a backport, taking from the original patch. Once upon a time, there
was a special team who could approve stable/relname changes, but I think
that's docs-core for us.

Yep, I agree with this, that it's easiest for the original author to do the
merge. In the first few weeks it won't be a difficult judgement but after a
while it could be harder.

The actual backport is not too tough to do, I do have to follow the
instructions each time, and I just updated them more precisely after doing
a havana backport.

This tag will really help docs-core keep up with what's needed, and spreads
out the judgement call. I really like it, let's add it to our conventions
if we all like it.
