[Openstack-docs] orderedlist vs procedure

Hi all,
I've noticed a general trend towards using <procedure> markup and I like it, even though our original Conventions indicate to use <orderedlist>. [1]

Would it be okay to change our Conventions to prefer <procedure> for tasks as opposed to <orderedlist>?

Let me know and I'll make the change to the wiki page. Changes to the source can be done over time.
