[Openstack-docs] git review fails

Resolved, thanks again to Jeremy.
To summarize, the problem WAS the contributor agreement, as the error
said. I had apparently signed an agreement under a different ID (the
registration process was a bit chaotic, and it must have taken me a
couple of tries).
My second mistake was thinking my settings were okay in the Code
Review page: the word Accepted was just the column heading; the column
was empty, should have shown the agreement date.
After I clicked New Contributor Agreement on that page and completed
the form (again?), 'git review' ran without error.
