[Openstack-docs] Title of the main page appears twice in the Web Browser Title

Chandan,
I think that is working as designed -
When you click a topic in a book, the top title changes to the topic
title.
The only time you see the "double" book title is when you're on the
/content/index.html page.
David, let me know if I'm wrong!
