The Compute Administration Guide still exists for the Havana release. It
will definitely not contain as much as it used to, since much of it is in
the Configuration Reference and End User Guide and Virtual Machine Image
Guide.

Yep. I don't think of one bit of work as a pre-req to the other bit of
work. Tell me more - what would the end state of the repo be to you,
knowing the titles we're delivering continuously?
