[Openstack-docs] Can't build compute admin guide

Hi Lorin,

Once this change is merged: https://review.openstack.org/#/c/22768/ we will
have review build jobs for each and every manual.

There's also a job called gate-openstack-manuals-validate. It runs
./tools/validate.py.

What I don't think is happening is a notification sent when
./tools/validate.py fails or any other gate jobs fail?
