[Openstack-docs] New Disqus look, doc comments

One additional hint/tip about Disqus - the Dashboard works best in
Chrome. I've not had it work well in Firefox. I don't need to use the
Dashboard very often, but wanted to be sure you moderators know about
the need for Chrome.
