Heyo, 
not sure about Juno and your exact configuration, but in general - it's
OK to flush everything with stopping rabbit cluster - I did it many
times in different clusters/releases. 
Only please make sure you are not in the middle of creating/changing
anything - these operations probably will fail. 

hint: if you are not sure and want to test it before, check i.e.
kolla-ansible and all-in-one deployment in VM or something similar just
for devel/test mini-cluster.
