[ceilometer][gnocchi][telemetry] (User) frontend or tool to create reports on telemetry data (GPU, RAM, disk, network, ...)

Hi,

There was an integration with ceilometer ages ago, but it was perceived 
as unbearable slow. I can't find code references anymore.

The issue with using grafana is that it doesn't do any user based filtering.
