[ceilometer][gnocchi][telemetry] (User) frontend or tool to create reports on telemetry data (GPU, RAM, disk, network, ...)

I would say that you need to do that on the publisher side. For
Gnocchi there's a Grafana plugin [1] that can be potentially used for
representing data to users. I'm not aware of any Gnocchi integration
with Horizon directly. Though it would make total sense to me to have
such plugin and there was even an old spec for that [2]
