[Horizon][Victoria][ops] - Scope based policies in Horizon not working

Dear Akihiro, thanks a lot for your input, we will wait for such
projects to progress further until we take the scoped tokens approach then.
In the meantime we will revert to the deprecated (original) json rules
and deploy the policy.v3cloudsample.json so that we could add two new
roles (cloud_admin and project_admin)
