Neutron (client, core, VPNaaS) maintains all of its bugs in the following
Launchpad projects:

* Launchpad Neutron [1]

The only similar bug I can find is one that was resolved years ago [2]. You
should open a new bug report and add details of the failure. Do you have
any error messages you can share with the neutron project?
