Images are built when their respective source repositories change. I
gather there is work in progress in Zuul to be able to trigger new
builds of images when related repositories change as well, though I
don't recall the exact details.

I won't claim to be an expert in these matters, but my understanding
is that Zuul's dependency mechanisms guarantee that an image won't
be promoted unless the images it depends on are also promoted.

Absolutely! This is why we're trying to get more projects to try to
make use of the workflow, so we have opportunities to improve on it.
