Is it defined somewhere how to udpate the images? In particular, is
the intermediary layer update taken into account, or is it expected
that everything is rebuilt from scratch to get any updates?

I can't find much information about that in this proposal or in
the tc container-images goal, and that seems like a non trivial
process. Could this be a good oportunity for collaboration?
