[tripleo] Removing the `openstack overcloud plan *` commands

Hi all,

In any case, there is another way to get the plan content for
debugging purposes:
openstack container save overcloud

So not sure if the openstack overcloud commands helps a lot, and if it's
not redundant with openstack container commands.
