[oslo][nova][glance][cinder] move cursive library to oslo?

Based on the readme saying "The cursive project contains code extracted 
from various OpenStack projects for verifying digital signatures" and 
the fact that it's being used in multiple other projects it sounds like 
a perfect fit for Oslo.
