If it is later than stein release which is your case as it is stable/train node, py3.6 is required. py3.5 or older py3 have been supported until rocky release only.

+1. If you have read the amotoki reply, he suggested the way to handle this problem ok keeping both devstack and devstack plugins consistent with
master version or stable/train so that compatible versions of dependencies is installed.
