My understanding is that this was in part to simulate a "hallway
track" by having common break times for all teams, but also by
forcing some breaks between windows it both encourages teams to
actually take breaks between adjacent slots, and makes it easier for
teams to avoid overlap with related teams because their slots are
all starting and ending at the same times.
