That is true if using a conservative interpretation of the TC
Charter's wording, which I think is appropriate to err on the side
of caution. However it *does* then follow that any changes needed in
the charter to address scheduling challenges for 2021 elections must
have their voting finalized before those other 7 members' terms
expire.
