Where is rpm-packaging spec for openstack placement?

I think QingFeng's question was in response to Tom's mention of the rpm-packaging project[1], which maintains generic RPM spec templates, not the RDO-specific spec.

If you would like to contribute a placement spec file to rpm-packaging, we would welcome it. Currently the placement subpackage in nova comes with mod_wsgi support,  which may already meet your needs. If there  is a need to switch to uwsgi we can discuss that.
