fog-openstack 0.3 has been released upstream, but it also seems to be
a breaking release by way of naming convention.

At this time, it is advised to pin your client cookbook at '<0.3.0'.
Changes to compensate for this change are being delivered to git and
Supermarket, but the most immediate workaround is to pin.

Once things are working with fog-openstack 0.3, ChefDK will pick the
new version up in a later release.
